Odisha University of Technology and Research (OUTR), located in Bhubaneswar, Odisha, is a government technical university with a rich academic heritage. Originally established in 1981 as the College of Engineering and Technology, Bhubaneswar (CETB), the institution was upgraded to a unitary university status through the Odisha University of Technology and Research Act, 2021, officially beginning operations on October 8, 2021.

The university offers a comprehensive range of academic programs across 18 diverse departments, including Engineering, Science, and Technology disciplines. Students can pursue full-time undergraduate and postgraduate courses in fields such as Civil Engineering, Computer Science, Electrical Engineering, Biotechnology, Architecture, and Business Administration. OUTR provides specialized programs including three-year B.Tech degrees for diploma holders, M.Tech courses in various branches, and integrated M.Sc. programs in applied sciences.

Recognized for its academic excellence, OUTR has been accredited with an 'A' grade by the National Assessment and Accreditation Council in January 2017. The university has also been acknowledged by the National Board of Accreditation, with four undergraduate programs in Civil, Electrical, Instrumentation & Electronics, and Mechanical Engineering receiving specific accreditation. As one of two institutes in Odisha participating in the TEQIP-II project supported by the World Bank, OUTR hosts several centers of excellence, including the Centre for Micro Electronics, Centre for Mechanics, and Centre for Nanobiotechnology.
