Established in 2024, the institute was jointly developed by the Government of India and the Government of Bihar with a total project cost of Rs. 84 Crores, utilizing 10 acres of land allocated by the state's Industries Department.

The institute offers comprehensive undergraduate engineering programs focused on specialized technical domains. Students can pursue four-year B.Tech degrees in Chemical Engineering (Plastic and Polymer), Mechanical Engineering, Petrochemical Engineering, and Waste Management. Each program is affiliated with Bihar Engineering University (BEU) and approved by AICTE, with an intake capacity ranging from 30 to 60 students per program. Notably, 50 percent of seats are reserved for students from other states, promoting broader educational accessibility.
